Beginning Siebel 15.5 (Patchset 5), Oracle XE can be installed as part of either Siebel Tools Client or Siebel Web client. While the Oracle XE software installation is successful, it fails to setup the instance when the client runs on Japanese environment.

Here is the screenshot of the error message (Error occurred in Post-installation tasks) at the end of patchset installation.
