During the Installation of Siebel Tools with Local Oracle XE it failed with errors, in the oraInstall<timestamp>.out log file located in the cfgtoollogs\oui the following error is seem:

**** sExitCode 2
Besides the above error you may see following error in \Client\oraclexe\getsample.log or \Tools\oraclexe\getlocal.log (depending if Oracle XE is being installed from Tools or Client).

Tue Feb x,xxxx [xx:x:x] : Stage 1 of 7 : Shutting down Database
Tue Feb x,xxxx [xx:x:x] : Stage 1 of 7 : Not able to shutdown Oracle XE Server
