Clicking CTRL+N does not display the new record pop-up under the Service > Incidents tab.
Steps to Reproduce
1. Launch the Siebel Application
2. Navigate to Service Request > Incident Tab.
3. Press CTRL+N.
4. Note that the Add Participants applet opens rather than the keyboard accelerator adding a new record.
