Why the files under siebsrvr\Webmaster folder is not getting updated after patch set 12 installation?
Steps to reproduce:
1. Rolled back patch set 5 from existing 220.127.116.11 environment
2. Applied Patch set 12
3. Most of the files did not get updated under siebsrvr\Webmaster folder
