Hierarchical Child Pick list LOV Values Are Not Refreshed When Using Tab Key (Doc ID 2105615.1)

After changing the value of a parent pick list control and then navigating to the child pick list control using the tab key, the LOV of the child pick list are still showing values constrained from the previous parent.

Step to reproduce:
1) On Service Request, select an existing record with Area and Sub-Area populated.
2) Modify the value of the Area.
3) Use tab key to navigate to the Sub-Area.
4) Populate the Sub-Area without clicking on the pick list arrow button. Instead, type a Sub-Area value constrained by the original parent Area. Auto-fill displays matches constrained by the original parent Area.
