Siebel Tools New Object Wizard Is NOT Using String Overrides (Doc ID 2107993.1)

On : 8.1.1.11 [IP2013] version, Configuration - Dev Env

ACTUAL BEHAVIOR
---------------
Context: Siebel Tools > New Object Wizard
All new applets developers create using the Wizard are setting the field "Caption - String override" with the value of the label in the active Tools language, instead of using the Caption - String reference.
This happens for most labels (Delete, Execute Query, New Query) but not for others (Edit Record, Query Assistant).

Environment: multi-language environment (ENU and TRK)
Developers are all using symbolic strings for work, but Siebel Tools is not working as expected since it is not using symbolic strings.

EXPECTED BEHAVIOR

Siebel Tools should use Symbolic String when creating new applets for most of the labels.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login Siebel Tools
2. Go to File > New Object
3. Select Form Applet
4. Complete the fields > Click Next
5. Select Edit Mode Check box > Click Next
6. Choose the fields to appear on the layout > Click Next > Finish

In the control list see that most labels do not use Symbolic Strings
