Cab Files Shows Older Version After Applying Newer Patch Set (Doc ID 2110630.1)

Symptoms

Issue statement:
----------------------
After applying the PS 14 on top of 8.2.2.14+PS 10, the Hi client cab file still shows the patch set 10 details instead of Patch set 14 details

Steps to reproduce:
------------------------
1. apply patch set 14 on top of patch set 10 on 8.2.2.14
2. restart the servers
3. the cab file under C:\Siebel\8.2.2.14.0\eappweb\PUBLIC\enu\23044\applets still shows the older patch set 10 version
