Upgrade Promotion with Aggregate Product have Unexpected Behavior

Information in this document applies to any platform.
1) Create 2 products
2) Create 3 Product Lines
and add the product P1 product to all the 3 product lines
3) Create 2 Promotions
b) in the products >> components add the product
c) go to the products >> aggregate and add 3 product lines
PL1 with default product P1
d) Create Promotion SS2 same as SS1
e) In the upgrade path of SS1 go to Component view and in the "Upgrade To" Applet add the promotion SS2
4) Create a new Account "Test"
5) Create a sales order with promotion SS1
the line items look like below
P1 (Product Line = PL1)
6) Asset it
7) Select the Asset and create an upgrade order
8) The new Order looks like this
P2 (Update )
P1 (Update )
P1 (Add ) (Product Line = PL1)
