Unable To Send Email Attachments in Siebel 15.6 (Doc ID 2114250.1)

Goal

Using SendMessage method of Outbound Communication Manager BS to send an email with attachment I get this error:
"EMR_Log GenericError 1 0000c7ac56c760ed:0 2016-03-07 00:42:10 Error opening specified file
EMR_Log GenericError 1 0000c7ac56c760ed:0 2016-03-07 00:42:10 Error opening file /home/siebelapp/siebsrvr/temp/SiebelAppVM11_21359_1923083120_0_BIP_Email.pdf;"

Is there a solution to fix this?
