How to remove 'Communications icon' from application toolbar (Doc ID 2116929.1)

Goal

As documented in Doc ID 2027032.1 and 1996586.1, you can remove Communications icon for all users by modifying web template. This document is to show how to remove Communications icon from application toolbar only for a part of users.
