Error SBL-EAI-04224 When Generating BIP Report through Workflow - Reports BS

When attempting to run a custom report using Reports BS through Workflow, the following error occurs:
SBL-EAI-04224: Unable to open the file "C:\Siebel\184.108.40.206.0\ses\siebsrvr\xmlp\reports\filename_03/10/2016 13:06:481-20GGD.PDF"
Error in generating Report Output file C:\Siebel\220.127.116.11.0\ses\siebsrvr\xmlp\reports\filename_03/10/2016 13:06:481-20GGD.PDF in the XMLP Engine
The issue can be reproduced at will with the following steps:
1. In Siebel application, navigate to the view and run the report. It works successfully.
2. Now use Workflow to run the same report above and it fails with the error above.
