Promotion Line Item Not Included In The Order When Modifying Asset Using Bulk Request

Promotion Line item not being added to the Order when Modifying Asset from Bulk Request.
From Siebel UI, by clicking on the Modify button in Asset on the customizable product, the Order which is created includes the customizable product, all its child and the Promotion Asset as well.
Now while doing Modify Order from Bulk with the customizable product,, the Promotion product does not get included in the Order created.
