The Siebel system preference called "Alarm Manager Load Delay" is not taking effect

On : 15.5 [IP2015] version

After setting Alarm Manager Load Delay system preference, the “Alarm Reminder Applet” is still being instantiated/started before reaching the time set on this system preference. This causes a query to run on S_EVT_ACT table and will cause a performance issue when attempting to log into siebel application in case there are million records on this table.


The “Alarm Reminder Applet” should not be started until the time set in 'Alarm Manager Load Delay' system preference parameter is reached.

The issue can be reproduced at will with the following steps:
1. Set the system preference Alarm Manager Load Delay to the desired value. e.g 300.
2. Bounce the Siebel Server.
3. Log into siebel application.
4. After some time open Log file of siebel application in TextPad.
5. Search for SWE Frame - Populate: Alarm Reminder Applet
6. SQL generated will execute a query on S_EVT_ACT table

The issue has the following business impact:
