Siebel patchset installer hangs in Preparing to launch Oracle Universal Installer (Doc ID 2119477.1)

When attempting to apply the Siebel Patchset 5 on top of Siebel 15 version the installer hangs in Preparing to launch Oracle Universal Installer

When clicking on the setup.bat the Oracle Universal Installer should be launched after some minutes

The issue can be reproduced at will with the following steps:
1. Navigate to the siebel patchset installer directory
2. Double click on setup.bat
3. Notice that the DOS window is opened to verify some requirements and prepare to launch Oracle Universal Installer
