Audit Trail not Working from EAI Object Manager

Symptoms

On :  8.2.2.2 SIA[23016] version, Client Functionality

Audit Trail on the EAI object manager is not capturing activities in the Production environment. 

A copy of the environment in Staging is capturing Audit Trail, as expected.

Siebel Audit Trail is not working from EAI Obj Mgr in Production.
Siebel Audit Trail is working on Public Sector Obj Mgr in Production.

After migrating data from an old Data Center to the new Data Center (new installation), Auditing on the EAI Obj Manager quit working.
Auditing still worked on Siebel Public Sector Object Manager.

Any Insert, Update or Delete operation should be captured in Audit Trail by both the EAI and Public Sector application object manager.


STEPS
1. Launch the web services that run against the EAI Object Manager: a custom EAI is only used on this EAI Obj Mgr to receive EAI Web Service calls.
2. Check Audit Trail activities for the EAIAdmin user.
3. Initiate a UI session through the EAI Obj Mgr, then click on the "Update Audit Cache" button.

Result: The Audit Trail still does not capture activities from the web services.
