Time Being Reset To 00:00 After Selecting The Time With The Date Time Picker Control In Open UI

There is an issue that is affecting Open UI (HI is ok) where the time is being reset to 00:00 after selecting the time with the Date Time picker.
To recreate the issue:
1. Open the Date Time picker, select a time and then click the 'Done' button.
2. Step onto another field on the applet (the time entered resets to "00:00" and gets saved as blank in the database if we save the record).
Is Bug 22216594 fixed in latest patchset.
