On : 15.3 [IP2015] version, Client Functionality

"Force Case" property is not working on DTYPE_NOTE field

"Force Case" should work for all data types.

The issue can be reproduced at will with the following steps:
1. Set Force Case" property to UPPER for a DTYPE_NOTE field.
2. Try to enter "abc" for the field in GUI. This should change the value to ABC
3. However, the Force Case is not getting applied on DTYPE_NOTE field.
