Symptoms

 WHEN COMMUNICATIONS SCREEN MINIMIZED, REPLY OUTBOUND EMAIL APPLET GETS GREYD OUT.

When Communications Screen minimized, and you click Reply, Outbound Email
 applet, must be editable.
