Siebel OpenUI - F9 Send Mail Popup window and all Fields Are All Greyed Out/Disabled

Currently we are using Siebel 184.108.40.206 Open UI Call Centre application. Send Email - F9 popup dropdown fields are all disabled for both Siebel Native Email and External Email Client.
1: Login to CRM QA
2: Go to Service Requests or Projects or Accounts and select a SR, Project or Account as the case may be
3: Press the F9 button
The Send Email applets are read only i.e. the applets are not editable or allowed to enter any values from the dropdowns in the attachment.
Request you to let us know if there is a way/setting which is missed. Send EMail F9 works as required in DEV but issue is observed in QA.
When compared working and non-working Object Manager log, notice the error:
ObjMgrBusCompLog Error 1 0000133256f21dd4:6738399 2016-03-24 16:34:07 (sqlobj.cpp (43721)) SBL-DAT-00510: No language independent code exists for value 'In Progress' and type 'EVENT_STATUS' with language 'ENU' in table 'S_LST_OF_VAL'.
Note that OM log in Dev - working does not have the above error.
Comm Outbound Email BC changed the predefault value for the Status field Expr: 'LookupValue ("EVENT_STATUS", "In Progress")'
- before the above change F9 (vanilla) was working fine
- the same srf is used in another env - Dev
