Forcing Startup View By Application_Start Ends With Not All Responsibilities Loaded

Forcing Startup View by Application_Start ends with not all responsibilities loaded
Requirement: set different startup application view to specific group of users (if they did not set their own startup view).
The problem is that when application starts and sets the startup view, all responsibilities of the user are not loaded correctly (a lot of assigned views are missing).
After closing a new starting of the application (startup view was already set by script in previous app startup) everything is OK.

Please note that we are using setting 2 fields instead of picking up as SetSearchSpec method on "User Preferences" BC is ignored (Siebel bug?).
