Issue statement:
unable to log in to the application after applying patch set 17

Steps to reproduce:
1. Applied Patch set 17 on gateway, enterprise, siebel server and SWSE
2. when log in to the application getting the server busy error
3. if we remove the PS 17 from siebel server, there is no error

Actual Environment:
Getting server busy when log in to the application after applying PS 17

Expected Behavior:
Application should come up without any issue
