Popup Applet for the BC "PPR Partner Program" shows all Records? It should use the BC PPR Partner Program BC Popup Visibility Type which is set to Organization?

Popup Applet displays records across organization
Custom view with a Dealer Popup Applet based on the PPR Channel Partner should generate sql with the Organization or Sub-Organization visibility, but all PPR Channel Partner BC records are returned.
If the BC's Popup Visibility Type is set, shouldn't any popup applets for that BC use that visibility?
