Unable to Login to Siebel Web Client though Siebel Server is Up and Running

When attempting to login to application, after entering the username and password,
the following error occurs.

The type of user agent is not defined or user agent is not initialized.(SBL-UIF-00391)"

The issue can be reproduced at will with the following steps:

1. Enter the Application URL.
2. Enter username and password.
3. Error is received.
