Incorrect File Attachment Size Calculation On CRM Desktop (Doc ID 2131940.1)

Goal

Customer have the requirement to set the maximum size of an attachment that can be manually attached in CRMD and synchronized between Siebel CRM Desktop to 25 Mbytes.

Customer have increased the value of the parameter "max_out_obj_size" to 25 MB but they can download upto 17MB size file only.

1. Create one 20-megabyte size file.
2. Manually attach it to CRMD UI and save changes.
3. Check, that after attachment file size don’t change and about 20 971 520 bytes.
4. Initiate a full sync and observe that new file is not synchronized and there is errors in CRMD Log Files:

“Addition error of 'Attachment' object to storage 'Remote': object_locked (Operation [insert].[Contact.Contact_Attachment] is blocked because record is too big [28697898 bytes].)”

For purposes of testing, customer have changed the value of “max_out_obj_size” to “47185920” (45 MB). In this case, 20-megabyte size file correctly uploads into Siebel.

Why CRMD calculates file size = 28697898 bytes (appx. 27,3 MB) instead of it's initial size = 20971520 bytes for manually attached in CRM Desktop UI files?
