IP2015 Installation with Migration Option Fails "Access is Denied"

On : 15.8 [IP2015] version, Upgrade
When attempting to do migrate installation for IP2015 the following error occurs.
"Unable to rename Directory:
Access is Denied"
If using Process Monitor (from sysinternal.com) , the following error appears:

The issue can be reproduced at will at Customer with the following steps:
1. Run the installer IP2015 in the Migrate installation
2. The above error occurs.
