Not possible to highlight any text in drop down cells which are read only in OUI
users are not able to highlight any text in drop down cells which are read only in OUI
EXPECTED BEHAVIOR

users should be able to highlight any text in drop down cells which are read only in OUI
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Siebel OUI with IE11 browser
2. Navigate to Accounts Form Applet
3. Notice that the you are not able to highlight any text in drop down cells which are read only in OUI. e.g. the "Country" field.
4. This is an application-wide behavior.
