Sfscleanup Utility Marks Valid Files as ORPHAN

On : 15.4 [IP2015] version, System Admin
After the upgrade from version 184.108.40.206 to 220.127.116.11 sfcleanup utility does not work correctly.
We run the utility with the following options:
sfscleanup / U SADMIN / P PASSWORD / F \\ sfs \ sblfsprd \ FS \ aa / X C: \ TEMP \ logs \ sfslog1.txt / N Y / C LETO_PROD_DSN / D SIEBEL
Before switching to a new version of the system, utility identifies files as invalid, after the transfer tool has identified them as ORPHAN.

Please help with problem resolution, for whatever reason the files are defined as INVALID ORPHAN?
When sfscleanup is ran, it must generate the INVALID & ORPHAN records properly.
The issue can be reproduced at will with the following steps:
1. sfscleanup / U SADMIN / P PASSWORD / F \\ sfs \ sblfsprd \ FS \ aa / X C: \ TEMP \ logs \ sfslog1.txt / N Y / C LETO_PROD_DSN / D SIEBEL
