Siebel Disconnected Mobile: Views having Local Access Flag set to False are still visible in Offline Mode (Doc ID 2142180.1)

Views with Local Access Flag set to FALSE / N are also visible in offline

When going Offline for the first time, some of the views with Local Access Flag set to "False" are still visible.
Viewmetadata folder is containing the metadata of those views as well.

This was also observed in a previous environment also during first time extract but after deleting hhsync folder and re-extracting, the issue was never replicated again.

As detailed in Disconnected Mobile Guide, the Local Access Flag should be used to allow certain views to not be visible in the Mobile Disconnected application.

The issue can be reproduced at will with the following steps:
1. Setup a Disconnected Mobile environment and User;
2. Switch to Offline mode when data extract completes;
3. Check for presence of the Views marked in user's Responsibility with Local Access Flag = FALSE in the Offline mode.

The issue has the following business impact:
Due to this issue, Mobile users cannot use that Local Access Flag feature as documented to select less views available when disconnected.
