Auto Format Is Not Happening For Pasted Text In CKEditor OPEN UI (Doc ID 2142667.1)

ACTUAL BEHAVIOR

Auto Format is not happening for pasted text in CKEditor - OPEN UI

Steps to reproduce the issue:
------------------------------------
1. Log into Siebel OPEN UI;
2. Go to Service Request -> All Service Request -> Drilldown on a Service Request;
3. Press F9 and select a recipient;
4. Select an eMail template from the drop down list;
5. Write some text in Notepad and copy it;
6. Paste it in the email body area.

Expected Behaviour:

For Siebel Open UI, if the user uses/edits a HTML eMail Template containing formatted text and then tries to paste some (un-formatted) text from Notepad
into the eMail body, the newly pasted text should get auto-formatted according to the text already existing in the template, like in HI mode case;
The same thing should be applicable for pasting un-formatted text from Notepad into a outbound eMail body via F9, while using an existing HTML
template (where Default Message Format is HTML - so it uses CKEditor plugin) that contains formatted text.

Resultant Behaviour:

For Siebel Open UI, if the user uses a HTML eMail Template containing formatted text and then tries to paste some text from Notepad into the eMail
body, the newly pasted text does not get auto-formatted according to the text already existing in the template;
Instead, the newly copied text retains its original format.
The same thing happens when pasting un-formatted text from Notepad into a outbound eMail body via F9, while using an existing HTML template (where
Default Message Format is HTML - so it uses CKEditor plugin) that contains formatted text.
If the content is pasted in eMail body area, since templates are wrapped by <div>, the format is isolated and new content will not follow the styles.
In HI, when the user copy-pastes some text from Notepad, the text gets formatted according to the existing format in the email body.
