Auto Resolver Can Not Resolve Update Conflict Depending On Value In 'Last Updated' Field

On : 15.7 [IP2015] version, CRM Desktop for Outlook
Auto Resolver can not resolve update conflict depending on maximum value in 'Last Updated' field.
CRM Desktop 126.96.36.199.
Requirement: automated synchronization issues resolution, winner side is having maximum value in 'Last Updated' field.
If in autoresolver there is implemented a function to resolve a conflict based on the higher time stamp of the "Updated" field, for example "Job Title". If the higher time stamp is on Siebel side the synchronization should take the value of 'Job Title' from Siebel and, if opposite, the values from Outlook should be taken.
