'Oracle Database XE post-install configuration' step never finishes when username is SADMIN and Password is NOT SADMIN. (Doc ID 2144934.1)

Symptoms

IP2015 (patchset 5) and later version, including IP2016 provides Oracle XE as Siebel Tools Local database.

With the following condition, its installation never finishes at 'Oracle Database XE post-install configuration' step.

1. Choose SADMIN as the username for Oracle XE Local Database.

2. Choose any value other than SADMIN as the Password. (If SADMIN is chosen as the Password, this behavior does not occur and the step finishes in about 10 minutes.)
