Siebel Client Fails with error ORA-12154: TNS:could not resolve the connect identifier specified while connecting to Local Database (Doc ID 2146585.1)

Symptoms

Siebel client  is failed to connect to local database .

The following errors are observed in siebel.log ( client log).

 

SQLParseAndExecute Execute 5 00000002574e0260:0 2016-06-01 16:22:10 ORA-12154: TNS:could not resolve the connect identifier specified
SecAdptLog API Trace 4 00000002574e0260:0 2016-06-01 16:22:10 Security DB user connect to DB C:\Siebel\15.0\Tools\LOCAL\sse_data.dbf -q -m -x NONE -gp 4096 -c256m -ch256m with username=C9919335 returns err 7733355 and connection d68e610.
