F9 using External Email Client Stop Working After Upgrade To Latest PatchSets, The External Email Client Does Not Pop Up

Information in this document applies to any platform.
After upgrade from IP 2014 PatchSet 5 to IP 2014 PatchSet 17 the F9 with External Email Client stop working. After click on F9 and enter the template information it does not pop up the default Email Client, in this particular case Microsoft Outlook client.
The issue can be reproduced at will with the following steps:
1. Login to Siebel Application using OpenUI mode after install PatchSet 17
2. Navigate to Service Request record
3. Click F9
4. The Recipient Groups pop up applet show up so you can select the recipient and template
5. Click OK
6. At this point the MS Outlook Client should show up, but nothing happens and it just pop up a window which says Send Email that runs forever.
