Siebel Web Server Failing To Read Compressed HTTP Request

On : 22.214.171.124  version, Siebel EAI
When OSB is sending an inbound SOAP request with compression enabled, Siebel web server is failing with following error code in SWSE logs
On Siebel eapps.cfg the parameter DoCompression = True was already set.
Need to understand, how Siebel web server can accept compressed inbound SOAP messages.
The issue can be reproduced at will with the following steps:
1. Send inbound SOAP request with compression enabled
2. Siebel Web Server fails with above error code in SWSE logs
The issue has the following business impact:
Due to this issue, users cannot send compressed SOAP request.
