Service Request picklist very slow (performance)

Owner picklist is very slow on Service Request. This performance issue doesn't happen everytime.

Owner picklist  on Service Request should be opened uniformly.

The issue can be reproduced at will with the following steps:

 Drilldown and back back button on Service Request in list applet you will noticed that Owner pick applet is working slower and slower.
After 20-40 Drilldown and back you will easy noticed that Owner pick aplet is working slower and slower. After log out and log in is working slower.

The issue has the following business impact:
