Service Request Picklist Very Slow (Doc ID 2148835.1)

On : 8.2.2.14.14 [IP2014] version, Configuration - General

ACTUAL BEHAVIOR
---------------
Service Request picklist very slow in popping up i.e Owner picklist is very slow on Service Request. This performance issue doesn't happen every time.
 

EXPECTED BEHAVIOR
-----------------------
Owner picklist  on Service Request should be opened in uniform time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

 Login to siebel Application -> Go to Service Request screen.

 Drilldown and click on back button on Service Request in list applet ,noticed that Owner pick applet is working slower and slower.
After 20-40 Drilldown and back you will notice that Owner pick aplet is working slower and slower. 

Log out and log in is working slower.

Performance issue on more usage of Drill down and Back step
