siebns.dat file corruption happens after rolling back the Patchset.

When starting the Gateway Server after rolling back from PS18 to PS2 for Siebel IP2014, siebns.dat file gets corrupted and the service does not start.
NOTE: This symptom may also happen rolling back patch sets from PS8 or higher to PS7 or lower on IP2014 or from P2 or higher to PS1 or lower for IP2015.)
Steps to reproduce the issue:
- Install PS18 onto IP2014 with PS2 environment.
- Start the Siebel Gateway Server and Sibel Server, and stop them.
- Rolling back the Patchset to PS2.
- Start the Siebel Gateway Server.
=> siebns.dat file gets renamed to siebns.dat.corrupt.001
Error in Gateway log file:
NameServerLayerLog Error 1 ... Unable to read corrupt file /siebel/share/gtwysrvr/sys/siebns.dat. It has been renamed /siebel/share/gtwysrvr/sys/siebns.dat.corrupt.001
NSC - ErrCode 5014 SysErr 0
NameSrvr -  (No message)
