'Default Email Client' Object Manager Parameter Is Not Working, error: Failed to connect to Desktop Integration Siebel Agent on your machine! Please make sure it's running or check its configurations.(SBL-UIJ-52871 (Doc ID 2151295.1)

The following behavior can be reproduce in Siebel I 2014 with standard SRF and standard JavaScripts:

Currently customer are using F9 with External Email Client. When the user has the User Preference>Outbound Communications>Email Client explicit set to External Email Client everything works fine. The default email client (MS Outlook) pop up after click on F9.

But when the User Preference>Outbound Communications>Email Client is set to blank but the Object Manager parameter Default Email Client is set to External Email Client a pop up error message show up when the user click on F9, that is pop up error message:
“Failed to connect to Desktop Integration Siebel Agent on your machine! Please make sure it's running or check its configurations.(SBL-UIJ-52871)”

It seems that OM is considering F9 OpenUI with MS Outlook even through the Default Email Client is set to External Email Client.

Currently there is no plans to use DISA and MS Outlook integration, so it should not give the error.

This issue happens with the latest IP2014 Patchset 17 (Siebel 8.1.1.14.17) install.
