Unable to access Siebel application with HTTPS in IE browser

Information in this document applies to any platform.
Configured one of the application object manager component with HTTPS (that is, the SecureBrowse parameter is set to true for the Application Object Manager). Required port 443 is opened from webserver.
While accessing the url with https, getting balnk page. Please assist us to resolve this.
Note : If we set to SecureBrowse parameter is set to False, We are not facing any issue while accessing the url with http.
Issue reported with only IE browser, where as AOM is accessible with other browsers like Chrome, Firefox with OpenUI enabled.
With IE, getting error: The Proxy Server Isn't Responding
