Accessing Business services result in slow performance:

ObjMgrBusServiceLog InvokeMethod 4 00000006573e06dc:0 2016-05-20 12:44:59 Business Service 'Web Engine Interface' invoke method 'GetWebImage' Execute Time: 285.771 seconds.

EXPECTED BEHAVIOR

Accessing Business services should be less than a second.

STEPS

The issue can be reproduced at will with the following steps:
1. Customer upgrade from 15.4 to 15.9
2. Accessing business services with Web Engine Interface' invoke method: 'GetWebImage
