Implicit Save does not work with New File button causing the loss of File attachment.

File attachment is getting removed without warning

File attachment should not get removed without warning

The issue can be reproduced at will with the following steps:
1.Go to an Activity attachment
2. Create a new record
3. Add Description and remove the value from required field "Type"
4.Click New File button
5. Add attachment
6.Navigate to home page, user receives error 
7. Correct the error (Add the required field)
8. Navigate to home page
9. Return to the Activity from Recent Record
10. Attached file is not found

The issue has the following business impact:
Due to this issue, users are losing attached file without any warning
