Inconsistent LOV List Display/Wrong Position When Browser Is Resized (Doc ID 2154088.1)

Symptoms

ACTUAL BEHAVIOR
---------------
In Open UI, when opening a LOV field, the LOV list does not get displayed & positioned at the proper place if the browser window is resized (e.g. not in full screen).
This is reproducible in IE11/Chrome/Firefox, on Siebel versions like 8.1.1.14.16; 15.2; 16.1.

EXPECTED BEHAVIOR

In Open UI, when opening a LOV field, the LOV list should get displayed & positioned at the proper place no matter if the browser window is resized (e.g. not in full screen).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Quotes > List;
2. Drilldown on a Quote #;
3. Go to Line Items applet;
4. Go to Type LOV, type a letter (e.g. 'q') to retrieve some types and notice how the LOV list is displayed & positioned when the browser is resized (you can use TAB to switch between columns before or after you type the letter).
