SBL-SEC-10018 Unable To Initialize Local Db When Setting Up A Developer As Remote User in IP 2016

As part of the steps, while installing Tools in IP2016, 'Install Local DB' option was left unchecked as described in bookshelf to setup local db for developer as remote user
Now, when a developer signs in for first time using server DB credentials , they receive the error below:
It is expect the following happened at this point :
"To initialize the local database for the developer, open Siebel Tools and connect to the local database using the LOCAL_XE data source.
Siebel Tools displays a message that states that the local database is not found.
To start the initialization process, click Yes."
