Siebel Remote : LDAP Authentication Fails With Synchronization Manager

There is a unexpected behavior during the local database sync for Siebel Remote users.
There are two LDAP accounts in the AD store. Among the two users, only User A is a Siebel user.
1. User A: LDAP User ID = USERA, LDAP Password = A0000
2. User B: LDAP User ID = USERB, LDAP Password = B0000
-1. Configure LDAP for synchronization manager component
-2. Start the Siebel local database of User A.
-3. Select File > Synchronize Database.
-4. Enter the following information on the dialog.
- User ID = USERB
- LDAP Password = B0000
-5. Click the “OK” button.
Synchronization will fail as User B's credentials were provided to sync the local database of User A.
Synchronization starts for User A as LDAP authentication was successful with User B credentials.
