Territory Management: Activate Rule is not Enabled (SBL-APS-00721) (Doc ID 2162245.1)

Siebel Territory Management - Version 15.0 [IP2015] and later

The Activate Rule and Run Alignment are not working for Siebel Territory Management.  

The "Activate Rule" button is always disabled (grayed out).

All Components are activated and all Workflows are activated.
The Load Splitter configuration has been set up.

When trying to run Territory Management, the following error displays:

1. Go to Siebel Territory Management >  Alignments Administration view.
2. Enter or confirm the activation date.

Activate Rule button is not enabled even after following conditions are met:
    a. Decide the date that you want your alignment to take effect (become active).
    b. Review the dates on the territory nodes to make sure that all the territories that you want to assign have active nodes:
        b1. Navigate to the Siebel Territory Management screen, then the Hierarchies List view.
        b2. Drill down on the hierarchy record.
        b3. In the Territory Nodes list, review the Effective Start Date and Effective End Date for each territory.
   c. Enter or confirm the activation date

2. Run Alignment Process is not Working: it displays an error even after rules are associated under Alignment > Geography.
