Administration-Tag Screen Not Showing Up

On : 220.127.116.11.9 [IP2013] version, ADM - App. Deployment Manager
We are planning to use Object Tagging but no able to see Administration - Tag screen in the Application.
Verified in tools and Screen was configured and also views were associated with Responsibility.
Tried using Siebel Call Center Application and Siebel eEnergy Application too.
We can see Administration - Tag screen in the Application.
The issue can be reproduced at will with the following steps:
1. Log in to the Siebel client with administrator privileges.
2. Click on Site Map, you do not see Administration - Tag.
