Unable to Initialize Local DB with IP2016 Tools using LOCAL_XE (Doc ID 2163297.1)

Symptoms

Steps To Reproduce:

1. Install IP2016 Siebel Tools Client (without installing Local database)
2. Attempts to connect to LOCAL_XE database.
3. Since there is no local database, message prompts to initialize local database.
4. Initiate synchronization and Error message is shown as below, and synchronization is not performed.

No Connect String found for data source LOCAL_XE

Expected Behavior:

Siebel Tools Client connects to Siebel Remote server then download and initialize local database.
