Issue statement:

Odbcsql fails with error and sqlplus also fails with error ORA-12154 and ORA-12162

Steps to reproduce:
------------------------
1. sourced siebenv.sh and ran odbcsql /s datasourcename /u sadmin /p *****
it fails with error ORA-12154

2. tried logging in to sqlplus and it fails with error ORA-12162
