My Oracle Support Banner shows the error message 'No valid app keys found in the DB'. (Doc ID 2167753.1)

As of Siebel IP2016 (16.0), inactivated license keys are stored into the S_APP_KEY table as part of the database configuration process. To activate these keys, licensekeymodule.bat (for Windows) and (for Unix/Linux) are provided.

When is launched, necessary parameters are entered and the Login button is clicked, the error message 'No valid app keys found in the DB' may be displayed even if S_APP_KEY table has lots of records.
