Service Points not Assigned for All Root Line Items in Move Quote

Service points are not assigned for all root line items in Move Quote using Premises
The issue can be reproduced at will with the following steps:
1.During Installation (Buy Order),
a) We create "Service Point" for Broadband products in service account address premise.
b) Populate service point for Promotion and Commercial Bundle , complete the order.
c) In customer account Assets created with promotion and commercial Bundle associated to Service point selected in point b.
2. Creating Move Quote
a) Navigate to Service Account,In address MVG select new premise address, select start date for premise as tomorrow, and select end date for existing premise as tomorrow.
b) Set up new service point for new premise address for broaband
c) Navigate to Service Account,In address MVG click on 'Transfer Service' button.
d) Quote is created with MOVE Add and Move Delete, Only one of the Move Add sub action line item has Service Point populated, remaining Move Add sub action line items have Service point blank.
