When using a Siebel Inbound WebService to create an Opportunity, a session was timing out due to no new request, as is expected. When a new request did arrive, and a new Siebel Session needed to be created, it was found that if the new EAI request included a large Attachment, then the request from the Web Server to SWSE to start the new Session was taking up to 600 seconds to be processed.
